Outcomes Management
The Clinical Outcomes Management Protocol was developed in response to the growing need for increased accountability and quality in the behavioral health field. In this initiative, network providers will practice outcomes measurement and management. Outcomes management refers to the use of this data to inform and improve clinical care and programming.
This initiative was developed with the support of the Executive Office of Health and Human Services (EOHHS), the Department of Mental Health, and the MassHealth Behavioral Health Programs Unit, as well as with extensive input from provider associations, professional associations, and consumer advocates.

Update On TOP:
Although MBHP no longer subsidizes the cost of the TOP
MBHP continues to regard TOP as a preferred outcome instrument. MBHP has used TOP data productively
in a variety of analyses related to clinical change and risk in PCC Plan members. MBHP encourages providers' use of TOP, but in order to use TOP, providers will need to contract directly with Behavioral Health Laboratories (BHL).
In this regard, the use of TOP is at the provider's discretion, and all costs associated with TOP usage will be payable
by the provider to BHL.
Phase 1 Form: Assessment Instrument Selection: This form verifies the assessment instrument the provider has selected to comply with the outcomes initiative. This form can also be submitted to notify MBHP of a change in participation status or change of selected instrument.
